Key Takeaways

  • HDB published provisional tender results on 1 October 2026 for the Canberra Drive EC site, a 185-unit, 99-year leasehold parcel near Canberra MRT on the North-South Line.
  • Because its tender closed after 8 May 2026 and 24 August 2026, the Canberra Drive EC will have a 10-year minimum occupation period and an $18,000 household income ceiling.
  • Based on PropertyNet analysis of HDB resale registrations (data.gov.sg), Nov 2025 to Oct 2026, the Sembawang median resale price across all flat types is $600,000, down 3.2%, against an all-flat-type national median of $630,000.
  • In our worked example, a seller of a Sembawang 5-room at the $639,444 5-room median, left with $519,444 in cash and CPF, would fall $229,743 short of a $1,700,000 EC at a $16,000 income, but only $104,067 short at $18,000.
  • Thirteen bids came in. The top bid of $163,903,000 from SNC3 Realty, HS Invesco and Kay Lim Realty works out to $8,880 per sqm of GFA, about $825 psf ppr, above the Jalan Loyang Besar EC top bid of about $729 psf ppr in 2024 and the Plantation Close EC award at about $701 psf ppr.

Expert takeaway: The Canberra Drive EC tender matters less for its headline bid than for the rules attached to it. This is a small, low-rise, 185-unit site that will sell under a 10-year minimum occupation period and an $18,000 income ceiling. For Sembawang HDB owners thinking of upgrading, those rules change both who can buy and how much they can borrow.

Sembawang has always been a natural EC town. Its HDB owners are often upgraders in waiting, and the new Canberra Drive EC site sits next to the estates they already live in. Now that the tender has closed, the question is what the result tells you about future EC launch prices in Sembawang, and whether a typical flat sale here releases enough cash to make the move.

Canberra Drive EC Tender 2026: What HDB Announced

HDB, acting as the Government's land sales agent, put the Canberra Drive parcel out to tender on 26 May 2026 and published the provisional tender results on 1 October 2026. Thirteen tenderers bid. The top bid was $163,903,000 from SNC3 Realty Pte. Ltd, HS Invesco Pte. Ltd. and Kay Lim Realty Pte. Ltd., which works out to $8,880.26 per sqm of GFA, about $825 psf ppr. Intrepid Investments and TID Residential bid $159,434,000 ($8,638 per sqm, about $803 psf ppr), and a consortium of Apex Asia Beta Investment Three, BHCC Development (Project 2) and HSB Developments bid $158,600,000 ($8,593 per sqm, about $798 psf ppr). The lowest bid, from Sim Lian Land and Sim Lian Development, was $71,718,787. As with HDB's earlier EC tenders, the site is awarded only after the bids have been evaluated.

Site detailCanberra Drive EC
Site area11,535.4 sqm
Maximum GFA18,457 sqm (plot ratio about 1.6)
Estimated units185
Maximum height40m SHD
Lease99 years
Completion period60 months from tender acceptance

Two details matter more than the size of the site. The tender closed after 8 May 2026, so the project falls under the 10-year minimum occupation period counted from TOP, not the 5 years that applies to every earlier EC. It also closed after 24 August 2026, so new units here come with an $18,000 household income ceiling, compared with $16,000 for every EC on sale in 2026 (see HDB's EC eligibility rules). Foreign buyers can only buy units 10 years after TOP.

The wider market backdrop is mixed. On 1 October 2026, URA's flash estimate showed private home prices up 1.4% in Q3 2026. URA also said about 60,600 private units, including ECs, are in the completion pipeline (our breakdown of the URA Q3 2026 flash estimate covers this). HDB's flash estimate on the same day put the Resale Price Index at 202.4, down 0.2% and the third straight quarterly decline.

What EC Land Bids Signal for Future EC Launch Prices

Land is the cost that most directly sets a developer's breakeven price. The useful way to read the Canberra Drive bids is to compare them, per square foot of permissible floor area (psf ppr), with land deals already on HDB's and URA's own records:

SiteType, yearPrice per sqm GFAAbout psf ppr
Canberra DriveEC, top bid, 1 Oct 2026$8,880.26 ($163,903,000 on 18,457 sqm)$825
Jalan Loyang BesarEC, top bid, 2024$7,843 ($557,000,000)$729
Canberra Drive Parcel APrivate, URA award, 2020$6,930.37$644
Canberra Drive Parcel BPrivate, URA award, 2020$7,001.27$650
Plantation CloseEC, award, 2024$7,546 ($423,380,000 on 56,107 sqm)$701

Our reading: the Canberra Drive top bid, at about $825 psf ppr, is about 13% above the Jalan Loyang Besar EC bid, 18% above the Plantation Close award and 27% above the private-site prices paid on the same road in 2020, so launch prices for this EC will be pushed towards the top of the 2026 EC range, or beyond it. That range, for a 3-bedroom EC, is roughly $1.6M to $1.9M, about 20% to 25% below an OCR private condo. Two things work against that. The 10-year MOP makes resale less flexible, and some buyers will put a lower value on that. On the other hand, the higher $18,000 ceiling widens the pool of buyers and raises the loan each household can take. With only 185 units, the developer has a small launch to sell, which usually means firm pricing rather than discounting.

One measurement point: a site tendered in 2026 will be built under the harmonised floor-area rules. Voids such as aircon ledges are not counted in saleable area. So when you compare its psf with older Sembawang ECs or resale condos, check which measuring convention each project used before treating the numbers as like-for-like.

Sembawang HDB Resale Prices: What a Seller Can Expect

Most buyers of an EC here will fund it by selling a flat first. Sembawang prices have been softer than the national figures. Based on the latest Sembawang data page (PropertyNet analysis of HDB resale registrations (data.gov.sg), Nov 2025 to Oct 2026), the town recorded 821 resale deals across all flat types at a median of $600,000, down 3.2%, against an all-flat-type national median of $630,000, up 0.8%. The flat-type medians below are separate figures.

Flat typeSembawang medianChange, 12mNational medianMedian rent
4-room$601,250 ($603 psf)-4.3%$630,000$3,100
5-room$639,444 ($524 psf)-5.4%$740,000$3,300
Executive$751,000 ($525 psf)+0.8%$917,000$3,500

The larger flats are where Sembawang lags most. The 5-room median is about $100,000 below the national figure, and the executive median is $166,000 below it. A few October 2026 deals were higher, including a 5-room at $820,000 and three 4-rooms at a median of $680,000. Those are too few deals to call a turnaround.

Worked example: what a Sembawang 5-room sale releases

Take a couple selling a 5-room at the $639,444 median. We assume $120,000 is still owed on the loan and $250,000 of CPF was used, plus $60,000 of accrued interest. Figures are before agent and legal fees.

ItemAmount
Sale price$639,444
Less outstanding loan-$120,000
Less CPF refund (principal $250,000 + interest $60,000)-$310,000
Cash proceeds$209,444
Cash plus CPF OA available for the next home$519,444

Your own CPF figure will differ, so work out your own CPF refund and accrued interest before setting a budget. Our guide to HDB sale proceeds, CPF refunds and costs lists the deductions this table leaves out.

Upgrading From Sembawang to an EC: The Income Ceiling Test

Now apply that $519,444 to a $1,700,000 3-bedroom EC. First the stamp duty, worked through band by band at the IRAS BSD rates:

BandRateBSD
First $180,0001%$1,800
Next $180,0002%$3,600
Next $640,0003%$19,200
Next $500,0004%$20,000
Remaining $200,0005%$10,000
Total$54,600

The 75% LTV limit would allow a loan of $1,275,000. For an EC bought from the developer, though, the 30% Mortgage Servicing Ratio, tested at a 4% floor rate, is the limit that actually binds. On a 30-year tenure:

Household income$16,000 (current ECs)$18,000 (Canberra Drive)
MSR cap (30%)$4,800 a month$5,400 a month
Maximum loan$1,005,413$1,131,089
Cash and CPF needed, incl. $54,600 BSD$749,187$623,511
Shortfall vs $519,444$229,743$104,067

This is the practical effect of the higher ceiling. A household at the old $16,000 limit cannot borrow $1,275,000 at all. A household at $18,000 closes more than half of the gap. In both cases, a median Sembawang 5-room sale does not cover a $1,700,000 EC without extra savings. Remember too that any HDB flat must be sold within 6 months of EC key collection. Our guide for HDB upgraders moving to an EC covers the timing in sequence. If the 5-room was a subsidised flat (bought new from HDB, or a resale flat bought with a CPF housing grant), HDB's resale levy of $45,000 for a 5-room flat is also payable when you buy an EC from a developer, which widens the gap further.

Opportunities and Risks for Sembawang Owners

The other paths. Moving from a 5-room to a Sembawang executive flat at the $751,000 median costs about $111,556 more, with no MSR squeeze from a bank loan. Private condos in nearby District 27 (Sembawang, Yishun) and District 25 (Woodlands, Admiralty) are another option. An older leasehold OCR resale 3-bedroom costs $1.5M to $2.0M, while new launches at this budget are mostly 2-bedroom units. If you are comparing new launches after selling, our review of The Serra Residences shows how a current launch is priced. For the north as a whole, the RTS Link to Johor Bahru is now targeted for February 2027, LTA said on 2 October 2026.

Keep and rent. A Sembawang 5-room rents for a median $3,300 a month, or $39,600 a year, a gross yield of about 6.2% on the $639,444 median. But keeping the flat rules out an EC. Buying a private condo while you still own it means 20% ABSD for Singapore Citizens: $340,000 on a $1,700,000 unit. Check what your flat would rent for before you decide to hold it.

Risks. A 10-year MOP ties up your capital for twice as long as an older EC. Resale prices in Sembawang are falling, so selling later rather than sooner has not paid off over the last 12 months. And the 60-month completion period means today's land price will feed into a launch price set in a different interest-rate environment, which URA itself describes as highly uncertain.

Frequently Asked Questions

What is the income ceiling for the Canberra Drive EC?

$18,000 a month, because its tender closed after 24 August 2026. ECs on sites awarded before that date, which covers every EC on sale in 2026, keep the $16,000 ceiling.

What is the MOP for the Canberra Drive EC?

Ten years from TOP, because the tender closed after 8 May 2026. Other ECs have a 5-year MOP. Foreign buyers can purchase units 10 years after TOP.

How much does a Sembawang 5-room HDB flat sell for in 2026?

The median is $639,444 ($524 psf), down 5.4% over 12 months, according to PropertyNet analysis of HDB resale registrations (data.gov.sg), Nov 2025 to Oct 2026. The national 5-room median is $740,000.

Can I keep my HDB flat and buy the Canberra Drive EC?

Only for a short time. You must sell your HDB flat within 6 months of EC key collection. If you want to keep the flat and rent it out, an EC is not an option, and buying a private condo instead means 20% ABSD for Singapore Citizens on a second property.

Whether to sell your Sembawang flat now, keep it, or wait for EC launches under the new rules depends on your income, your CPF balance and how long you are willing to commit to a 10-year MOP. If you would like these numbers run on your own flat and household, PropertyNet.SG can give you independent advice to help you plan the move.
