Expert takeaway: HDB rents by town in 2026 span $1,400 a month for the same 4-room flat, from a median $3,000 in Bukit Panjang to $4,400 in Central Area. For tenants, the outer towns save real money. For owners, those same towns post the highest gross yields because their purchase prices are far lower while rents are only modestly lower.

If you are renting a whole HDB flat, where you live decides your rent more than flat size does. A 3-room in Central Area ($3,200) costs more than a 4-room in Bukit Panjang ($3,000). This guide sets out the 4-room median rent for every town in our data, explains why the gap exists, and works through what an owner actually earns from letting out a flat compared with selling it.

HDB Rents by Town 2026: What the Approval Data Shows

The Singapore-wide median rent for a 4-room HDB flat is $3,300 a month, from 13,525 rental approvals, according to PropertyNet analysis of HDB rental approvals (data.gov.sg), 12 months to Aug 2026; the full town table sits on the latest HDB resale prices by town page, refreshed monthly. The 3-room median is $2,800. Resale medians below come from HDB resale registrations, Nov 2025 to Oct 2026. All figures are medians, not averages.

Gross yield here is the 4-room rent times 12, divided by the 4-room resale median, before tax, vacancy and upkeep. Rents were flat or rising in most towns over the year: Woodlands led at +3.3% and Bukit Batok rose 3.1%, while Serangoon fell 2.9%.

Where a 4-Room HDB Rents Cheapest and Dearest

The cheapest 4-room rents are in the north and west: Bukit Panjang at $3,000, then Choa Chu Kang, Sembawang, Woodlands and Yishun at $3,100. The dearest are the central and city-fringe towns: Central Area at $4,400, Queenstown at $4,100 and Clementi at $4,000. Central Area's median sits 46.7% above Bukit Panjang's.

Why central towns command the premium

The premium tracks travel time to the city and the age profile of the estates. Central Area, Queenstown, Bukit Merah and Kallang/Whampoa put tenants close to the CBD, while Clementi's $4,000 reflects its pull for households working or studying in the west. Tenants pay for the commute they avoid. The volume of approvals matters when reading these numbers: Central Area's median rests on 199 4-room approvals and Bukit Timah's $3,650 on only 42, so a handful of deals can move them. Sengkang (1,029), Tampines (938) and Jurong West (929) give much firmer medians.

What tenants can do with the gap

A household moving from a Queenstown 4-room to one in Jurong West, which still rents at $3,500, would save $600 a month, or $7,200 a year, at the medians. Before committing, check what a specific block should fetch with our CheckMyRent rental estimate, since floor level, lease age and MRT distance push individual flats well away from the town median.

Renting Out a Whole HDB Flat: Rules Owners Must Clear First

An owner may rent out a whole Standard flat only after the 5-year minimum occupation period (MOP); Plus and Prime flats carry a 10-year MOP and Fresh Start flats 20 years, per HDB's rules. For a resale flat the MOP runs from the legal completion of the purchase, and any time the whole flat is rented out does not count towards it. If you are close to the date, our guide to what to do when your HDB flat reaches MOP walks through the options.

Three further conditions sit on HDB's and IRAS's own pages, and readers should confirm the current figures there before signing a tenancy: the HDB approval needed for each rental, the quota limiting how many flats in a block and neighbourhood may be let to non-citizen tenants, and the income tax payable on rent, which IRAS assesses on the owner's income. Our yield figures are gross, so the tax, any agent's fee, repairs and empty months all come off them.

HDB Rental Yield by Town: Does Renting Beat Selling?

Gross 4-room yields run from 4.4% in Toa Payoh to 7.9% in Jurong West. The pattern is simple: rents vary far less between towns than prices do. Toa Payoh rents for $3,700 against a $1,000,000 resale median; Jurong West rents for $3,500 against $535,000.

Worked example, Jurong West 4-roomFigure
Median monthly rent$3,500
Gross annual rent ($3,500 x 12)$42,000
Resale median (value if sold)$535,000
Gross yield ($42,000 / $535,000)7.9%
Same sum for Toa Payoh ($44,400 / $1,000,000)4.4%

Whether renting beats selling depends on what the sale money would otherwise do and what the owner must live in meanwhile. An owner on an HDB loan pays the concessionary 2.6% a year (0.1% above the 2.5% CPF OA rate), so a 7.9% gross yield covers the interest comfortably; a 4.4% gross yield in Toa Payoh leaves far less once tax and upkeep are deducted. Selling also triggers a CPF refund of the principal used plus 2.5% accrued interest. It goes to your OA if under 55, and from 55 first tops up your RA. Keeping the flat and buying a condo

Keeping the flat to rent out while buying private property makes the condo a second residential property: ABSD is 20% for a Singapore Citizen and 30% for a PR, payable within 14 days of exercising the option, and a second housing loan is capped at 45% LTV. Owners who plan that route should price it against selling first, and compare the condo itself on our new launch condo reviews.
