Key Takeaways

  • HDB's flash estimate put the Q2 2026 Resale Price Index at 202.7, down 0.3%, the second quarterly dip in a row, so low valuations are more likely than a year ago.
  • If HDB values a flat below the agreed price, the gap is cash over valuation (COV), and the buyer must pay it in cash because loans and CPF are capped at the lower of price or value.
  • In our worked example, a $30,000 gap on a $680,000 sale pushes the buyer's upfront cost up by $22,500 and turns a $0 cash requirement into $30,000 cash.
  • Sellers have five realistic options: hold the price, split the gap, match the valuation, back a buyer's review request, or let the OTP lapse and relist.
  • Only one Request for Value is accepted per flat while an OTP is live, so letting a deal lapse gives you a new valuation only after that OTP expires, with no guarantee the new figure will be higher.

Expert takeaway: A low HDB valuation does not cancel your sale. It moves the gap onto your buyer's cash. With resale prices now easing, the sellers who keep deals alive are the ones who decide how to respond within the 21-day option window, before the buyer runs out of time or money.

You agreed on a price, handed over the Option to Purchase, and then the email arrived: your HDB valuation came in below the asking price. For three years sellers could mostly shrug this off, because buyers were competing and cash over valuation (COV) was simply part of the price. In 2026 that has changed. Buyers are more price-sensitive, and a $20,000 to $40,000 cash gap is often where resale deals fall apart. This guide covers what the valuation actually controls, runs the numbers on a typical four-room sale, and sets out five options for sellers with the trade-offs of each.

Why HDB Valuations Are Coming In Below Asking Price in 2026

Market direction comes first. HDB's flash estimate of the 2nd Quarter 2026 Resale Price Index (RPI) is 202.7, a decrease of 0.3% over that in 1st Quarter 2026. Source: HDB flash estimate, Q2 2026. This extends the RPI decline seen in 1Q 2026, which was the first since 2Q 2019. The fall has also been uneven. Independent analysis of HDB data found that prices rose in central and mature towns, fell across most of the heartlands, and that the softness was concentrated in flats with shorter remaining leases.

This matters because valuations are anchored to recent transacted comparables. If your asking price was set from peak-2025 deals, or from what a neighbour got on a higher floor, it may now sit above what the valuer can justify. If you have not listed yet, our analysis of whether to list before or after the next BTO launch in your town explains how new supply shapes buyer demand.

How the Request for Value Works

The valuation is requested by the buyer, not the seller. The buyer submits the Request for Value after receiving the OTP. The key rules:

StepRule
OTP validity21 calendar days from the date the OTP is granted
Request for Value deadlineBy the next working day after the OTP is granted (buyers using CPF or a housing loan)
Fee$120 (GST inclusive), non-refundable
Valuer accessSeller must allow inspection within 3 working days of HDB's notification
Typical outcome timeAbout 10 working days
Validity of value3 months from the day it is made available

The OTP is valid for 21 calendar days from the date the OTP is granted. By granting the OTP, the seller agrees to the valuation, and must, within three (3) working days after the day of HDB's notification of the assigned valuer, allow the assigned valuer to enter the flat. Buyers using CPF or a housing loan must wait for the Request for Value outcome before exercising the OTP. One rule limits sellers more than any other: once HDB has received the Request for Value, HDB will not accept another Request for Value for the same flat from the same buyer or different buyer until the Option to Purchase expires. For the full sequence, see our Option to Purchase guide.

How an HDB Valuation Gap Changes the Buyer's Numbers

The valuation matters because it caps the buyer's financing. An HDB loan, or a bank loan, is up to 75% of the lower of price or value. CPF usage is also capped at the lower of the two. If the agreed price is above HDB's value, the difference is COV and must be paid in cash.

Worked example: a four-room flat agreed at $680,000 is valued at $650,000. The buyer is using an HDB loan.

ItemValued at $680,000Valued at $650,000
HDB loan (75% of lower figure)$510,000$487,500
Downpayment on value (25%, CPF or cash)$170,000$162,500
COV (cash only)$0$30,000
Total upfront before stamp duty$170,000$192,500
Minimum cash required$0$30,000

The $30,000 gap raises the buyer's upfront cost by $22,500 and forces $30,000 of it into cash. A buyer who planned to pay everything from CPF may simply not have that cash. Stamp duty does not ease the gap either. Buyer's Stamp Duty is charged on the higher of price or value, so it stays at $680,000:

BSD bandAmount in bandRateDuty
First $180,000$180,0001%$1,800
Next $180,000$180,0002%$3,600
Next $640,000 (portion used)$320,0003%$9,600
Total BSD$680,000$15,000

5 Options for HDB Sellers When the Valuation Is Below Asking Price

1. Hold the Price and Let the Buyer Pay COV

This works when the buyer has the cash and wants this specific flat, for example a high floor, a school catchment or a unit near the MRT. Ask the buyer's agent early whether the cash is there. Do not assume it is. If they hesitate, holding firm often means the OTP lapses on day 21.

2. Split the Gap

Cutting the price to $665,000 halves the COV to $15,000. It is usually the fastest route to exercise, because both sides share the loss and the buyer's cash requirement falls to a level most can meet.

3. Reduce the Price to Match the Valuation

Selling at $650,000 removes COV completely and makes the deal the most likely to complete. The full $30,000 comes out of your cash proceeds, though, and that is what upgraders feel most. Work out the cash impact before you agree (see the next section).

4. Support a Buyer's Review Request With Evidence

The buyer can write to HDB asking for a review, backed by recent comparable transactions and features the valuer may have underweighted, such as an unblocked view, a corner unit or recent renovation. Sellers can help by supplying floor, facing and renovation details. There is no guarantee of a revision, and the 21-day OTP clock keeps running, so treat this as a parallel track rather than a plan.

5. Let the OTP Lapse and Relist

If the buyer walks away, you keep the option fee (capped at $1,000 under the HDB-prescribed OTP) and relist. The risks are time and direction. No new valuation can be requested until the current OTP expires, and with the RPI down 0.3% last quarter, a second valuation may not come in any higher. Weigh this against your next-home timeline, including any contra or completion dates you have committed to.

What a Price Cut Does to Your HDB Sale Proceeds

A price cut comes out of your cash, not your CPF refund. You still have to repay the outstanding loan and return the CPF principal plus accrued interest to your Ordinary Account, so every dollar you concede lands on the cash line. Assume an outstanding HDB loan of $250,000 and a CPF refund of $280,000:

Sale priceLess loanLess CPF refundCash proceeds*
$680,000$250,000$280,000$150,000
$665,000$250,000$280,000$135,000
$650,000$250,000$280,000$120,000

*Before agent commission and legal fees.

Here, matching the valuation cuts cash proceeds by 20%. If that cash is meant for a condo downpayment, the cut may push you from a 25% cash-and-CPF downpayment into a tight squeeze. Before you reply to the buyer, calculate your CPF refund and accrued interest so you know your real cash figure at each price. Our guide to calculating HDB sales proceeds covers the full deduction order, and HDB's selling eligibility page confirms MOP and other conditions. If the sale is funding a new launch, compare your revised proceeds against a real project's payment schedule, such as our Lucerne Grand review, before you commit.

Frequently Asked Questions

Can an HDB seller request a valuation before granting the OTP?

No. The Request for Value is submitted by the buyer after the OTP is granted. Buyers using CPF or a housing loan must submit it by the next working day. Sellers should price from recent comparable transactions instead.

Who pays COV if the HDB valuation is below the asking price?

The buyer, in cash. Loans and CPF are capped at the lower of price or value, so in our example a $650,000 valuation on a $680,000 price leaves $30,000 that must come from cash.

Can a new valuation be requested if the first one is low?

Not while the OTP is live. HDB will not accept another Request for Value for the same flat until the current OTP expires. The buyer can ask HDB to review the value with supporting evidence, but a revision is not guaranteed.

Does a lower sale price reduce my CPF refund?

No. The CPF principal and accrued interest you owe stay the same. A price cut comes out of your cash proceeds first, so in our example selling at $650,000 instead of $680,000 cuts cash from $150,000 to $120,000.

A valuation shortfall usually means the price, the market and the buyer's cash no longer line up, and there is rarely one right answer. The best option depends on your cash proceeds, your next-home timeline and how strong your flat is compared with recent deals in your block.
