Key Takeaways
- HDB's final 2nd Quarter 2026 Resale Price Index was 202.8, down 0.3%, and the 3rd Quarter flash estimate of 1 October 2026 shows a further 0.2% dip to 202.4, the third quarterly decline in a row, so sellers cannot count on a rising market to cover renovation costs.
- HDB's Request for Value sets the figure that a buyer's CPF use and housing loan are based on, so any price a renovation adds above that value has to come from the buyer's cash.
- In our illustrative example, a $60,000 renovation that lifts a $650,000 4-room flat's price to $680,000 leaves the seller $30,000 worse off than selling as-is.
- Targeted fixes of about $8,000 that remove reasons for buyers to discount, such as leaks, defects and unauthorised works, usually make more sense than a full makeover.
- Sellers must regularise or remove any unauthorised renovation works before resale completion, so check this before listing, not after an OTP is granted.
Expert takeaway: For most HDB sellers in 2026, a full renovation before selling costs more than it adds to the price. The money is better spent on targeted repairs that remove reasons for buyers to haggle, while the flat stays priced close to its HDB value.
Should you renovate before selling your HDB flat? Many owners are thinking about it. Viewings have slowed, prices have flattened, and a fresh kitchen looks like an easy way to stand out. In Singapore's HDB resale market, though, how buyers finance their purchase limits how much of a renovation you can get back. This guide walks through the actual costs, the financing rules and a worked example with numbers.
What's Happening in the HDB Resale Market in 2026
Prices have levelled off. HDB resale price index and resale transactions fell 0.3% and 9.9% respectively in 2Q 2026 over the previous quarter, according to SingStat's property price indices release. HDB's final Resale Price Index (RPI) for the quarter was 202.8, after 203.4 in the 1st Quarter, which was itself 0.1% below the 4th Quarter of 2025. The slide has continued: HDB's flash estimate for the 3rd Quarter 2026, released on 1 October 2026, puts the RPI at 202.4, down 0.2% from the 2nd Quarter and the third quarterly decline in a row. Volume held up: 7,528 resale transactions were recorded as at 29 September 2026, 5.2% more than the 7,157 in the same period of 2025, and HDB says it has not seen a significant increase in the prices or number of resale flats bought by private property owners since the 15-month wait-out period was removed on 28 July 2026. Source: HDB flash estimate of the 3rd Quarter 2026 RPI, 1 October 2026; HDB and SingStat resale statistics, 2Q 2026.
| Quarter | HDB RPI (1Q2009 = 100) | Change from previous quarter |
|---|---|---|
| 4Q 2025 | 203.6 | 0.0% |
| 1Q 2026 | 203.4 | -0.1% |
| 2Q 2026 | 202.8 | -0.3% |
| 3Q 2026 (flash estimate, 1 Oct 2026) | 202.4 | -0.2% |
| Resale transactions, 2Q 2026 | - | -9.9% |
| Resale transactions, 3Q 2026 (to 29 Sep) | 7,528 | +5.2% year on year (7,157 in 3Q 2025) |
On the buyer side, two policy changes have widened the pool. From 24 August 2026, the income ceiling for families buying a resale flat with CPF housing grants or taking an HDB loan went up to $16,000 a month, from $14,000. And since 28 July 2026, private property owners no longer have to wait 15 months to buy a non-subsidised resale flat without an HDB loan. Instead, they must sell their private property within 6 months of completing the resale purchase. More buyers is good for sellers. It does not, however, change the valuation rule explained below. That rule is what decides whether renovation spending pays off.
Our earlier piece on whether to list before or after the next BTO launch in your town covers timing. This article covers the condition of the flat.
How HDB Valuation Treats a Renovated Flat
The key document is the Request for Value. Under HDB's resale terms and conditions, a buyer using CPF or a housing loan submits it to determine the value of the flat which forms the basis for his CPF usage and/or the reference for a housing loan. In practice, a buyer's loan and CPF are capped against that value. Any amount you charge above it is cash over valuation (COV), and the buyer has to pay it from savings.
HDB does not publish how much weight its panel valuers give to interior renovation. What it does publish is that the inspection by the HDB Branch is a separate check for unauthorised works. The inspection is not to ascertain the value of the flat, the condition and safety of the renovation works. So you should not assume a $60,000 renovation will raise the valuation by $60,000. Valuers price your flat mainly against nearby transactions, and those you cannot change.
| Resale step | Governing rule |
|---|---|
| Intent to Sell | Submit at least 7 days before granting an OTP |
| Option to Purchase | Valid for 21 calendar days; option fee $1 to $1,000 |
| Request for Value | Buyer submits by the next working day after the OTP is granted; $120 incl. GST; one request per flat while the OTP is valid |
| Valuer access | Seller must let the valuer in within 3 working days of HDB's notice |
| Value validity | 3 months from release on the HDB Flat Portal |

Renovate Before Selling HDB: Cost vs Price Uplift in a Worked Example
Take a 4-room resale flat valued at $650,000, which is within the typical $550,000 to $850,000 range for 4-room resale flats in 2026. The renovation costs below are illustrative assumptions, not published statistics. Get quotes for your own flat.
| Scenario | Assumed cost | Price needed to break even | Who funds any premium above $650,000 value |
|---|---|---|---|
| Sell as-is | $0 | $650,000 | Not applicable |
| Fix and refresh (repairs, repaint, regularise works) | $8,000 | $658,000 | Buyer's cash, $8,000 |
| Kitchen and bathroom refresh | $25,000 | $675,000 | Buyer's cash, $25,000 |
| Full renovation | $60,000 | $710,000 | Buyer's cash, $60,000 |
Now suppose the full renovation gets a $680,000 offer, so the buyer pays $30,000 above value in cash. The seller receives $680,000 minus the $60,000 spent, which is $620,000. Selling as-is would have brought in $650,000. The renovation leaves the seller $30,000 worse off, and that is before counting the months of delay and the mortgage and conservancy charges paid while the work is done.
The premium also costs the buyer more in stamp duty, which makes it harder to agree on price:
| BSD band | Rate | At $650,000 | At $680,000 |
|---|---|---|---|
| First $180,000 | 1% | $1,800 | $1,800 |
| Next $180,000 | 2% | $3,600 | $3,600 |
| Remainder up to $1,000,000 | 3% | $8,700 (on $290,000) | $9,600 (on $320,000) |
| Total BSD | $14,100 | $15,000 |
At $680,000, the buyer pays $30,000 in COV plus $900 more in Buyer's Stamp Duty, all for a design they did not choose. Many resale buyers would rather pay the valuation and renovate to their own taste.
What to Fix Before Selling Your HDB Flat, and What to Leave
The fix-and-refresh scenario works for a different reason. It does not try to push the valuation up. It removes the defects buyers would otherwise use to negotiate the price down. Resale buyers take the flat with full notice and knowledge of the state and condition of the flat (including maintenance faults such as ceiling leak, cracks, etc.) on a caveat emptor basis, so a buyer who sees a leak will ask for a lower price. If $8,000 of repairs stops a $15,000 discount, you come out $7,000 ahead.
- Worth doing: fix ceiling leaks and cracked tiles, repaint scuffed walls, replace broken fittings, and deep-clean.
- Must do: HDB's terms state that the seller must regularise/remove any unauthorised renovation works found in the flat before the resale completion. Sort this out before you list so it cannot hold up completion.
- Usually skip: new kitchens, built-in carpentry and changes to the layout. Their value depends on the buyer's taste, and the buyer pays for them in cash.
- Never do after the OTP: the terms say no renovation works shall be carried out to the flat pending the resale completion.
Before you get renovation quotes, check what your flat is worth as it is now, so you can compare any premium against a realistic starting point.
Opportunities vs Risks for Sellers Weighing a Renovation
Opportunities. With the income ceiling raised to $16,000 and the 15-month wait-out removed, more buyers can now consider resale flats. Former private homeowners buying without an HDB loan may have more cash to pay a premium for a move-in-ready flat. A well-kept flat may also sell faster, which matters if you have to fit your sale around buying your next home.
Risks. The RPI fell 0.3% in 2Q 2026 and a further 0.2% in the 3Q 2026 flash estimate, so there is less market momentum to absorb a high asking price, even though volume held up at 7,528 resale transactions in the quarter to 29 September. Every dollar above value has to be paid in cash by the buyer. Renovation cash also leaves your pocket now, while the amount you must refund to CPF does not change. If the resale price can cover the outstanding loan in full but is not enough for the full refund of the sellers' CPF moneys, the cash deposit received by the sellers will have to be used for refund to their CPF account(s). Before you commit cash, work out your CPF refund and accrued interest, and read our breakdown of HDB sale proceeds, CPF refunds and the cash you actually take home.

Does renovating my HDB flat increase its valuation?
HDB does not publish how much weight its panel valuers give to renovation. Valuations rely mainly on comparable nearby transactions, so a renovation may raise the valuation only partly. Any amount the buyer pays above the value has to come from their cash.
Is a full renovation before selling an HDB flat worth it in 2026?
Usually not. In our illustrative example, a $60,000 renovation that lifts a $650,000 4-room flat's price to $680,000 leaves the seller $30,000 worse off than selling as-is, while the buyer pays $30,000 in cash over valuation.
What repairs should I make before selling my HDB flat?
Fix leaks, cracks and broken fittings, repaint, and deep-clean. Spending about $8,000 is worthwhile if it stops a larger discount. You must also regularise or remove any unauthorised renovation works before resale completion.
Can I renovate after granting the Option to Purchase?
No. HDB's resale terms do not allow renovation works to be carried out on the flat while the resale is pending completion. The OTP is valid for 21 calendar days, and the buyer must submit the $120 Request for Value by the next working day after the OTP is granted.
Every flat, town and seller's plan is different. Whether a repair pays for itself depends on your flat's value, your CPF refund and what you plan to buy next.
