What property can a Singapore Citizen buy?
Singapore Citizens have the widest range of options. You can buy HDB BTO flats (household income ceiling of $14,000), HDB resale flats with no income ceiling, Executive Condominiums (income ceiling $16,000), private condos, and landed property. No ABSD applies on your first property. For your second property, ABSD is 20%, and 30% for the third and beyond.
What property can a Permanent Resident buy?
PRs can buy HDB resale flats (with another SC or PR), new Executive Condominiums (with a family nucleus, income ceiling $16,000), and private condos. PRs pay 5% ABSD on their first residential property, 30% on the second, and 35% on the third. PRs cannot apply for HDB BTO flats. PRs also cannot freely buy landed property and must obtain approval from the Land Dealings Approval Unit (LDAU) under the Residential Property Act.
What property can a foreigner buy in Singapore?
Foreigners can purchase private condominiums and apartments. HDB flats and new ECs are off-limits. ABSD of 60% applies on any residential property. Landed property purchases require government approval under the Residential Property Act.
What are the current ABSD rates in Singapore (2026)?

How much CPF housing grant can I get for an HDB resale flat?
First-timer families can receive up to $230,000 in total grants. This includes the Family Grant (up to $80,000 for 4-room or smaller), Enhanced CPF Housing Grant (up to $120,000, tiered by household income with a $9,000 ceiling), and Proximity Housing Grant ($30,000 for living with parents/children, $20,000 for living within 4km). Singles can receive up to half these amounts. Your exact EHG tier is confirmed via your HFE letter.
What is the difference between MSR and TDSR?
MSR (Mortgage Servicing Ratio) caps your monthly home loan repayment at 30% of gross income and applies only to HDB and EC loans. TDSR (Total Debt Servicing Ratio) caps all monthly debt obligations at 55% of gross income and applies to all property loans, including private and landed. Both are stress-tested at a minimum interest rate of 4%.
What is the HDB income ceiling in 2026?
For BTO flats, the household income ceiling is $14,000 for families, $7,000 for singles (2-room Flexi only), and $21,000 for extended families. For Executive Condominiums, the ceiling is $16,000. There is no income ceiling for purchasing HDB resale flats.
How is my maximum loan amount calculated?
For HDB and EC purchases, your max loan is based on MSR: 30% of your gross monthly income, stress-tested at 4% interest over your loan tenure. For private property, it uses TDSR: 55% of gross income minus existing monthly debts. The maximum LTV (loan-to-value) ratio is 75% for your first housing loan with tenure up to 30 years, provided the loan does not extend past age 65. When there are co-borrowers, banks use the Income-Weighted Average Age (IWAA) to determine loan tenure. IWAA gives more weight to the younger borrower if they earn more, potentially extending the maximum tenure and increasing borrowing power.
Can I downgrade from a condo to an HDB resale flat?
Yes. From 28 July 2026, the 15-month wait-out period has been removed. Private property owners and ex-owners of any age can buy a non-subsidised HDB resale flat immediately, but must sell the private property within 6 months of completing the purchase β you cannot hold both a private property and an HDB flat. To take CPF housing grants or an HDB loan, you must not have owned or disposed of private property in the 30 months before your HFE application. The 30-month wait-out also still applies to BTO and subsidised flats.
