Losing a loved one is hard enough.
Having to sell their HDB flat on top of that, especially within a tight timeline and with documents you've never had to deal with before, makes it harder.
I recently helped a family navigate exactly this (for privacy reasons, I have decided not to use the property photo).
It was a sole owner estate case and it taught me a few things worth sharing.
This is especially if you're an executor who has no idea where to begin.
Here's what you need to know.
1. Make sure there's a Last Will and Testament in place

A will names the executor of the estate , the person legally responsible for settling debts and distributing assets after death.
Without one, the process becomes significantly more complicated.
For Muslim families, the executor also handles Islamic claims, funeral and burial expenses, and distributes the deceased's properties, savings and possessions according to faraid, which is the Islamic inheritance law, and the Inheritance Certificate issued by the Syariah Court.
If your family doesn't have a will in place yet, this is your reminder to sort it out now rather than leaving it for the people you love to figure out later.
2. Apply for a Grant of Probate

Once you have a valid will, the executor needs to apply for a Grant of Probate — the legal document that gives you the authority to act on behalf of the estate.
Budget for two to six months from the date of application to receive it.
Factor this into your overall timeline because nothing else can move until this is in place.
3. Book an appointment with HDB

For a sole owner, the flat generally needs to be sold in the open market.
The exceptions are Studio Apartments, 2-Room Flexi short lease flats, Community Care Apartments and flats under the Lease Buyback Scheme.
HDB typically requires the flat to be disposed of within six to twelve months from the date of the owner's death or the completion of transmission.
That window moves faster than most families expect, especially when they're still grieving.

4. Prepare these documents before your HDB appointment

Bring the following when you visit HDB's branch office:
- Syariah Court Inheritance Certificate (for Muslim estates only)
- Death certificate of the deceased flat owner
- Title document of the deceased's flat
- Identity card of the administrator or executor
- Identity card of surviving owner or owners where applicable, for example if the title document has been misplaced or lost
Having everything ready before the appointment saves time and avoids unnecessary delays.
5. Market the flat promptly

With only six to twelve months to sell, timeliness matters.
This is not a listing you want to sit on.
Consider appointing an experienced agent or realtor early.
Ideally, appoint someone familiar with estate cases so the flat can be marketed immediately once HDB gives the green light.
One factor that can extend the timeline further is the ethnic quota.
If the flat can only be sold to Malay, Indian or other buyers under the Ethnic Integration Policy, the pool of eligible buyers is smaller and the process will take longer.
Factor this in when you're setting your expectations and your pricing strategy.
6. Open an Estate Account

The executor needs to open an Estate Account with a local bank before completion.
This is where the sales proceeds will be deposited once HDB completes the transaction.
Don't leave this to the last minute.
Some banks take time to process estate account applications and you don't want a completed sale held up because the account isn't ready to receive the funds.
One final thought
Estate cases require patience, paperwork and a clear timeline.
If you're an executor dealing with this for the first time, get professional help early, whether from a lawyer for the Grant of Probate or a realtor who has handled estate sales before.
