City Developments Limited (CDL) has revealed its plans for Union Square, an ambitious mixed-use redevelopment project located at Havelock Road. The project gained approval for a 67% increase in gross floor area (GFA) under Singapore’s Strategic Development Incentive (SDI) scheme, allowing CDL to maximize the potential of this prime location. With an expanded GFA of approximately 735,500 square feet, Union Square is set to become a major new landmark near the Singapore River, offering a blend of residential, commercial, and lifestyle components designed to breathe new life into the area.

Location and Vision: Transforming a Central Precinct

Union Square is strategically positioned in District 1, one of Singapore’s most coveted locations near the vibrant Singapore River area. This mixed-use development is part of CDL’s broader strategy to leverage the Urban Redevelopment Authority (URA)’s SDI scheme, which encourages the revitalization of older precincts through large-scale redevelopments. CDL’s goal is to transform the former Central Mall and Central Square properties into a dynamic hub that offers contemporary living spaces while preserving the heritage character of the area.

Union Square Residences

The project occupies a land area of 148,800 square feet and combines three plots: a freehold site that formerly housed an office block at Central Mall and two 99-year leasehold parcels featuring conservation buildings. CDL acquired the Central Square plot from Far East Hospitality Trust in 2021 for S$315 million, making this project a significant investment aimed at redefining the area’s potential. The redevelopment seeks to balance new construction with the conservation of historical structures, creating a unique blend of modernity and heritage.

The Components of Union Square: A Comprehensive Mixed-Use Space

Union Square’s development plan is divided into several key components, each contributing to the mixed-use nature of the project.

  1. Union Square Central – Grade A Office Space One of the key highlights of the development is Union Square Central, a 20-storey Grade A office tower that will be built on the freehold plot. This office space is designed to attract top businesses and professionals, offering modern amenities and an excellent location in the heart of Singapore’s business district. With Union Square Central, CDL aims to provide a prestigious address for companies looking to be situated near the bustling Singapore River and within easy access to other commercial hubs.
  2. Union Square Residences – High-Rise Luxury Living Adjacent to the office tower is Union Square Residences, a 40-storey residential block featuring 366 apartments. The residences cater to a range of preferences and needs, offering units from cozy 463 square foot one-bedroom apartments to spacious 1,518 square foot four-bedroom premium units. Additionally, the development includes two exclusive Sky Suites and a penthouse, providing luxurious options for those seeking elevated living experiences. The residential units promise stunning views of the city skyline and the nearby river, making Union Square Residences a desirable choice for urban dwellers.
  3. Retail, F&B, and Co-Living Spaces To create a vibrant lifestyle environment, Union Square incorporates a three-storey block dedicated to retail and food & beverage (F&B) spaces. This area will offer a curated selection of shops, dining options, and services, catering to both residents and visitors. The development also includes a co-living component with a hotel license, adding to its versatility and appeal for those seeking short-term accommodations in a prime location. This mix of amenities aims to create a self-contained community, offering a blend of convenience and entertainment.
  4. Conservation and Heritage: Preserving the Past An essential part of the Union Square redevelopment is the preservation of heritage buildings within the site. CDL plans to retain and integrate these conserved structures, creating a seamless blend between old and new. The conserved buildings, positioned on 99-year leasehold parcels, will house retail and F&B services, providing a historical charm that complements the modern elements of the project. CDL’s thoughtful approach ensures that Union Square honors the rich history of the area while introducing new features to attract residents and businesses.
  5. A New Community Hub: The Amphitheater Adding to the project’s community focus, an amphitheater will be constructed at the junction of Cumming Street and Fisher Street. This open-air space is envisioned as a gathering place for events and activities, bringing people together in the heart of Union Square. It is expected to become a focal point for community engagement, offering a space where residents, office workers, and visitors can enjoy cultural performances, markets, or simply relax in a lively atmosphere.

While exact pricing details are yet to be announced, interested parties are encouraged to stay in touch to receive updates as soon as they are released. The entire mixed-use development is slated for completion by 2029, transforming the area into a new destination for urban living and working.

Sherman Kwek, Group CEO of CDL, emphasized the strategic importance of the project: “Due to the URA’s incentive schemes that encourage the rejuvenation of older precincts, we can leverage our property development and asset-management expertise to transform existing assets into large-scale mixed-use landmarks, revitalising the neighbourhood and creating significant value.”

A Part of CDL’s Broader Central Area Strategy

Union Square represents CDL’s third major project aimed at enhancing the Central Area. It follows the successful redevelopment of Canninghill Piers and Canninghill Square, a joint venture with CapitaLand that transformed the former Liang Court site, and the ongoing redevelopment of Newport Plaza (previously known as Fuji Xerox Towers). CDL’s strategy focuses on redeveloping key sites in Singapore’s central districts to create vibrant new destinations that attract both local and international interest.

Union Square stands out as a rare opportunity to be part of a landmark development that seamlessly blends residential comfort with dynamic commercial and retail spaces. Its location in District 1, combined with the revitalization efforts under the SDI scheme, makes it a prime investment for those looking to live, work, or establish a presence in one of Singapore’s most sought-after areas.
